The RESTART toolbar button on the main window serves two purposes: if security is enabled, then clicking the restart button will display the password window to allow a different user to log on to the system without having to exit and reload the system. If security is not enabled, a message to that effect is displayed and the system re-initializes itself exactly as if you were starting a new execution of the program.
